The majority of the 25% (by volume) 85 chemical lean (CL) Australian Beef that finds it way into the US hamburger grinding market is manufactured at specialised hot boning plants that either process dairy cow culls and/or purpose raised bull beef.  These processing plants can be generically characterised as being hight volume/low cost operations.  The commercial fortunes of such operations are very sensitive to fluctuations in the price of the Australian Dollar and domestic supply of low CL beef product in the US market.   

Not only is the US market very price sensitive, but food safety of hot boned beef raw materials into hamburger grinding beef has also been questioned by key US customers such as Burger King & McDonalds.  To address this issue AQIS has prescribed a maximum time limit between time of slaughter and the carton meat reaching a maximum of 7 degrees C.  This places even more pressure on hot boning plants to have high throughput capacities to limit the time between slaughter an achieving the required temperature.  Any delays will mean that the hot boned beef will not receive health certification from AQIS.
